Maine Democrat Gov. Janet Mills’ Administration Gave No-Bid State Contracts to Somali NGO That Allegedly “Registered Migrants to Vote” — Organization Later Caught in Medicaid Fraud Scandal

The walls are closing in on Maine’s migrant-industrial complex — and the trail leads straight back to Democrat Governor Janet Mills and her administration.

According to reporting from The Maine Wire, dozens of federal agents with Homeland Security Investigations (HSI) swarmed multiple locations in Lewiston this week tied to Somali-run nonprofits, Medicaid billing operations, and political operatives with deep connections to Maine Democrats.

HSI confirmed it is “actively conducting audits of businesses in Maine to protect America from fraud & ensure businesses only employ legal workers,” adding that hiring unauthorized workers “undermines national security.”

Among the locations targeted: the Lewiston office of Gateway Community Services (CGS), a taxpayer-funded migrant services hub that received tens of millions of dollars in MaineCare (Medicaid) payments, and multiple no-bid contracts from the Mills administration, according to documents obtained by The Maine Wire.

Gateway Community Services, founded by Somali refugee Abdullahi Ali, received approximately $28.8 million in MaineCare funds between 2019 and 2024.

Founded in 2016 by Abdullahi Ali, a Somali refugee who resettled in Maine around 2009, GCS operates through a for-profit LLC and a 501(c)(3) nonprofit arm, Gateway Community Services Maine.

The organization’s mission focuses on providing essential services to immigrant, refugee, and asylee populations, including case management, behavioral health support, counseling, youth leadership programs, and community hubs in Portland and Lewiston.

The allegations regarding voter registration stem from investigative reporting, primarily by The Maine Wire, a conservative news outlet edited by Steve Robinson.

According to these reports, GCS received multiple no-bid contracts from the administration of Democratic Governor Janet Mills, funded largely by federal COVID-19 relief funds.

These contracts, totaling millions of dollars, supported “community health outreach workers” (CHOWs) who enrolled migrants in public benefits such as EBT, general assistance, and MaineCare (Maine’s Medicaid program).

Under the National Voter Registration Act (NVRA) of 1993, agencies providing such benefits are required to offer voter registration assistance, which critics claim GCS leveraged to register migrants and mobilize them for Democrat candidates in the 2022 election.

Specifically, whistleblowers and reports allege that GCS’s Lewiston office served as a “nexus” for the Community Organizing Alliance (COA), a group with ties to left-leaning organizations like the Maine People’s Alliance.

After federal investigations intensified, COA quietly removed its board list from public view, although archived copies remain.

This alliance purportedly conducted voter registration drives targeting “New Mainers” (a term for recent immigrants) and encouraged turnout on Election Day, contributing to Mills’ victory over former Governor Paul LePage.

For instance, in Lewiston—a city with a significant Somali population—Mills reportedly won for the first time in LePage’s career, attributed by some to increased migrant voter participation.

These activities are framed as part of a broader “payoff” system, where taxpayer funds for migrant services indirectly supported political activism benefiting Democrats.

Gateway’s leadership and political orbit includes Democrat lawmakers Deqa Dhalac and Yusuf Yusuf, both former Gateway officials, as well as Ekhlas Ahmed, a former Gateway employee later elevated into Gov. Mills’ newly created Office of New Americans, according to The Maine Wire.

GCS has not explicitly confirmed or denied involvement in voter registration on its official websites.

In late 2024 and early 2025, the Maine Department of Health and Human Services (DHHS) suspended payments to GCS and issued notices of violation.

“In May, the former Gateway billing specialist, Christopher Bernardini, came forward to the Maine Wire to allege that the government-funded migrant services agency systematically defrauded the MaineCare program for at least five years. According to Bernardini, Gateway supervisors would regularly use back-end access to the Electronic Visit Verification program to create fake service hours, which were them submitted to the state for payment.

Those allegations tracked perfectly with public records obtained by the Maine Wire, which showed that the company has been under audit by the Department of Health and Human Services for most of its existence and has been found to have significantly over-billed MaineCare in each audit. Details from the “Notices of Violation” received by Gateway showed that the company often couldn’t produce documentary support for significant services the company claimed to have provided.

The first audit, covering the period from November 1, 2015, to October 14, 2016, caused Gateway to repay a significantly reduced penalty of $125,058. The second audit, spanning January 1, 2017, to December 31, 2018, was lowered from $776,022 to $537,550 after an administrative review, but the case remains in appeal with the Division of Administrative Hearings at the DHHS.

Last week, amid national bipartisan scrutiny of Medicaid fraud operations led primarily by individuals of Somali descent, the Mills Administration finally relented and shut off the cash flow to Gateway. Although the company’s Medicaid income has been suspended, the administration has not commented on whether they will continue to receive payments under the no-bid contracts they’ve received from the Mills Administration or the $400,000 grant they were awarded by Attorney General Aaron Frey (D).

To date, both Mills and Frey have obstructed Justice Department inquiries and activities.”

Appearing on Fox News, The Maine Wire Editor-in-Chief Steve Robinson summed it up bluntly:

Steve Robinson: “Nonprofits and Medicaid agencies. The particular agency in question is called Gateway Community Services. It’s a for-profit company that maintains a 501(c)(3) filing in order to accept grant money when a c)(3) designation is required. The organization has an office on Canal Street in Lewiston.

I was actually on site there investigating and recording monologues in front of the building when about 15 HSI agents rolled up with what appeared to be a search warrant. It looked like they were there to seize computers and filing cabinets.

What’s interesting about that building is that it’s a nexus for a host of migrant-run NGOs. The main Immigrant Rights Coalition is based there, along with a number of home health care agencies that also bill Medicaid — or, as we call it in Maine, MaineCare. This building serves as a catch-all space for numerous migrant organizations.

Another thing I would say about this particular location and Gateway Community Services is that it’s not just a Somali Medicaid fraud — it’s a Somali Democrat Medicaid fraud. This is an organization with elaborate and extensive ties to the Maine Democratic Party, including Governor Janet Mills and her administration.

There are two Democratic lawmakers — Representative Yusuf Yusuf and Representative Deqa Dhalac — both sitting state lawmakers and members of the Democratic Party.

When Janet Mills was forming the Office of New Americans as a migrant resettlement agency for the state of Maine, she selected a woman named Eklis Ahmed, who is a former employee of Gateway Community Services.

Furthermore, Gateway received numerous no-bid contracts from the Mills administration for the purpose of conducting community health outreach work, which included registering migrants to vote in the 2022 election.

So this is not just any organization that was allegedly fraudulently billing Medicaid. This is one that was very tightly connected to the Maine Democratic Party and remains tied to the Democratic Party. I think those ties are going to matter.”
