An undercover call to the Lewiston, Maine DMV has exposed a truly stunning and dangerous loophole in state policy, one that allows illegal foreigners with virtually no verifiable documentation, no English proficiency, and even a deadly driving history in their home country to obtain a Maine driver’s license with shocking ease.
The Unquirer posted the explosive recording on X, revealing how the Maine Department of the Secretary of State is handing out driver’s licenses and state IDs with minimal scrutiny and no practical safeguards to prevent fraud, identity manipulation, or public-safety risks.
According to the Unquirer’s report, the caller posed as someone assisting “Mohammad Mohammad,” an illegal foreign national from Somalia who speaks no English and previously killed a person while driving in his home country.
What followed was nothing short of unbelievable.
During the call, the DMV staffer calmly explained that Maine requires only:
- A birth certificate or foreign-country document, translated
- A second document bearing a signature
- 25 out of 30 correct questions on the written test
- A road test
That’s it.
No verification of immigration status. No check of criminal history.
No communication with foreign governments about past offenses.
One of the most disturbing moments in the call occurs when the Unquirer asks whether Mohammad’s past, hitting and killing a jogger while driving in Somalia, would affect his ability to get a license in Maine.
The DMV staffer didn’t hesitate:
“We wouldn’t be able to access those records. We don’t have reciprocity from one country to another.”
Meaning, a foreign national could kill someone abroad, walk into the Maine DMV with a forged document, and walk out with a legal driver’s license, and the state would never know.
The staffer further explained that language barriers pose no problem, Maine provides translated written exams in Somali and even allows applicants to request an oral test.

*I was absolutely blown away with how easy & quick it was. Not to mention if the foreigner commits a crime here or loses their license, they can easily just go get a new one with a different name – with forged documents that cannot be ‘checked’.
*After Diane Bell was run over in Portland & the child from Fryeburg ended up in Lewiston by a foreign driver that spoke no English. I needed to call & hear the process myself. This needs to end.
