GOP Senator Introduces Legislation to Eliminate Dual Citizenship — Americans Must Choose Exclusive Allegiance

Republican Bernie Moreno of Ohio today unveiled the Exclusive Citizenship Act of 2025, a sweeping bill that would ban dual citizenship in the United States, forcing Americans who hold foreign nationality to pick a single allegiance or risk losing their U.S. citizenship.

Moreno, a naturalized American who renounced his Colombian citizenship decades ago, framed the bill as a matter of protecting national loyalty and preventing “divided loyalties” among citizens.

“One of the greatest honors of my life was when I became an American citizen at 18, the first opportunity I could do so,” Moreno told Fox News.

“It was an honor to pledge an Oath of Allegiance to the United States of America and only to the United States of America. Being an American citizen is an honor and a privilege — and if you want to be an American — it’s all or nothing. It’s time to end dual citizenship for good.”

According to the bill, existing law has allowed millions of Americans to hold multiple citizenships, something Moreno argues creates “conflicts of interest and divided loyalties.”

Under the proposed law:

• No American may simultaneously hold foreign citizenship.
• Anyone who obtains foreign citizenship after enactment automatically forfeits U.S. citizenship.
• Current dual citizens have one year to renounce their foreign citizenship — or they will be treated as having voluntarily relinquished their U.S. citizenship.

In its findings, Congress explicitly states:

“To preserve the integrity of national citizenship, allegiance to the United States must be undivided.”

Every U.S. citizen holding citizenship in another country would have one year after enactment to either formally renounce the foreign citizenship with the foreign government and notify the U.S. government, or voluntarily give up U.S. citizenship.

Failure to comply would result in automatic loss of U.S. nationality.

Noncompliance is treated the same as voluntarily abandoning U.S. nationality under immigration law.

Several current members of the 119th Congress are known to be foreign-born.

Every foreign-born member of Congress must be a naturalized U.S. citizen, because U.S. law requires:
• Representatives: 7 years of U.S. citizenship
• Senators: 9 years of U.S. citizenship
• President/Vice President: natural-born only

Senators:

These senators were foreign-born and naturalized after immigrating:

  • Mazie Hirono (D-HI) — born Japan; immigrated age 8; naturalized.

  • Tammy Duckworth (D-IL) — born Thailand; mother Thai; became citizen later; naturalized.

  • Bernie Moreno (R-OH) — born Colombia; immigrated as a child; naturalized.

These senators were born overseas but were U.S. citizens from birth, not naturalized:

  • Michael Bennet (D-CO) — born India to American parents serving abroad.

  • Chris Van Hollen (D-MD) — born Pakistan to American parents stationed abroad.

The following representatives were born abroad and later naturalized:

  • Becca Balint (D-VT) — born West Germany; naturalized.

  • Salud Carbajal (D-CA) — born Mexico; naturalized.

  • Sean Casten (D-IL) — born Ireland; naturalized.

  • Juan Ciscomani (R-AZ) — born Mexico; naturalized.

  • Andrew Clyde (R-GA) — born Canada; naturalized.

  • Adriano Espaillat (D-NY) — born Dominican Republic; naturalized.

  • Jesús “Chuy” García (D-IL) — born Mexico; naturalized.

  • Robert Garcia (D-CA) — born Peru; naturalized.

  • Carlos A. Giménez (R-FL) — born Cuba; naturalized.

  • Jim Himes (D-CT) — born Peru; became citizen later; naturalized.

  • Pramila Jayapal (D-WA) — born India; naturalized.

  • Ted Lieu (D-CA) — born Taiwan; naturalized.

  • Ilhan Omar (D-MN) — born Somalia; naturalized.

  • Victoria Spartz (R-IN) — born Ukrainian SSR; naturalized.

  • Marilyn Strickland (D-WA) — born South Korea; naturalized.

  • Shri Thanedar (D-MI) — born India; naturalized.

  • Norma J. Torres (D-CA) — born Guatemala; naturalized.

  • Eugene Vindman (D-VA) — born Ukrainian SSR; naturalized.
