Chaos erupted in Washington, D.C.’s Navy Yard on Halloween night as hundreds of juveniles descended on Canal Park and engaged in fights, disorderly conduct, and outright mayhem.

The Metropolitan Police Department (MPD), backed by D.C. National Guard troops, was forced to intervene around 7:30 p.m. on Friday after reports of large groups engaging in violent behavior.

One MPD officer was injured during the melee, suffering non-life-threatening injuries while attempting to restore order.

I woke up to a lot of comments saying things like, “I don’t see any crime, Elissa,” or “It’s just kids being kids it’s Halloween,” or that “parents should handle this.” But as someone who ACTUALLY lives here in Navy Yard, it’s not that simple.

“Initially the group was peaceful and did not disrupt the area. As the evening progressed, many of the juveniles within the group began engaging in fights and disrupting the flow of traffic, repeatedly ignoring instructions to remain on sidewalks,” the MPD said in a statement to Fox News.

“Additional MPD members and our partners, including Metro Transit Police, United States Capitol Police, the National Guard, and members of the Federal Task Force, responded to the area, closing streets and engaging the group to restore order,” the department continued.

“MPD and our partners cleared the park area and directed many of the juveniles to the Navy Yard Metro Station. The group was finally dispersed by approximately 11:00 p.m. MPD and our partners maintained a large presence through the overnight hours to ensure no further unlawful activity occurred.”

Five people, four of whom were aged between 14 and 18, were arrested and charged with offenses including possession of a prohibited weapon, public consumption of marijuana, and resisting arrest, according to the Fox report.

“The behavior displayed last night in Navy Yard is unacceptable, and MPD and our law enforcement partners will have an increased presence tonight to ensure this does not happen again,” Chief of Police Pamela Smith said in a statement obtained by the network on Saturday.

In response to this incident and a string of recent juvenile disturbances across the city, Mayor Muriel Bowser announced a limited citywide curfew for all individuals under 18, effective from 11 p.m. to 6 a.m. starting November 1 and extending through November 5.

“We are declaring a limited juvenile curfew in Washington, DC,” Bowser posted to X. “Effective immediately, all juveniles under the age of 18 are subject to a curfew from 11PM until 6AM, which will extend through [Nov. 5].”

Bowser added, “This is in response to several weeks of disorderly juvenile behavior which endangered both themselves and others.”

The Chief of Police is also authorized to designate special curfew zones for youths under 18 beginning at 6PM.

In a subsequent post, the mayor said, “The Chief of Police is also authorized to designate special curfew zones for youths under 18 beginning at 6PM.”
