

Immigration agents in Los Angeles were reportedly observed wearing Halloween masks while preparing for operations, according to reports from local leftist activists.
On Tuesday, members of the far-left anti-ICE group “Harbor Area Peace Patrols” photographed agents leaving Terminal Island, a federal staging area in San Pedro, wearing Chucky and Momo Halloween masks.
According to a report from LA Taco, which first obtained the photos, the other agents in the vehicle were wearing standard tactical gear. The van was spotted at a raid in Van Nuys later that day.
Previously, another agent was spotted by the group wearing a Mr. Potato Head mask.

“They were laughing as they were heading out,” one of the anti-ICE activists, identified only as “Pheobe,” told the website. “They have fun while doing it, which is deeply disturbing. We expect some level of decorum from government officials.”

Phoebe, who patrols regularly, said that seeing the agents in Halloween masks felt different than the behavior she is used to from agents–who usually wear masks to hide their face for anonymity.
The agent with the Chucky mask, on the other hand, went out of their way to roll down the window, seeming like they wanted to be seen.
Harbor Area Peace Patrols was founded in June 2025 by community volunteers who document immigration enforcement activity. Every day, the group documents Terminal Island activity and patrols the Harbor Area.
When asked for comment on the reports by NBC News, DHS Assistant Secretary for Public Affairs Tricia McLaughlin responded with “Happy Halloween!”
McLaughlin declined to answer the outlet when asked if it was Border Patrol agents or ICE agents wearing the festive attire.
NBC News noted that the masks pose a risk of agents being attacked by people who do not realize that they are law enforcement.
The report states, “McLaughlin declined to say whether the masks were being worn by ICE officers or Border Patrol agents. She also did not comment on whether the use of such masks would increase assaults on ICE officers if those being arrested attempt to fight back against costumed agents unaware that they’re law enforcement.”
DHS has recently reported a 1,000 percent increase in assaults and an 8,000 percent rise in threats against federal agents involved in immigration operations.
In a related matter, Illinois Governor JB Pritzker requested a pause on immigration arrests until after Halloween following an incident involving tear gas in Chicago.
DHS Secretary Kristi Noem rejected the request, emphasizing the need to continue operations for public safety.
