Thomas Massie Accuses Speaker Johnson of Canceling Rescissions Vote That Would Have Slashed $9.3 Billion in Wasteful Spending — Johnson’s Office Denies Allegations

Rep. Thomas Massie (R-KY) took to social media to drop a bombshell allegation: that House Speaker Mike Johnson quietly canceled a key vote this week on a rescissions package backed by President Trump — a package aimed at slashing $9.3 billion in bloated federal spending, including cuts to left-wing propaganda mills NPR and PBS, and the now-defunct USAID.

Punchbowl News reported back in April that House GOP leaders had tentatively planned to vote on the rescissions package on May 5, 2025.

The White House reportedly briefed congressional staffers last month on the proposal — a sweeping effort to claw back billions of taxpayer dollars and dismantle corrupt bureaucracies like USAID, which Trump has already folded into the State Department under Secretary Marco Rubio.

Among the top targets in the package:

  • $8.3 billion in foreign aid, largely through the now-defunct USAID, an agency President Trump has shut down and folded into the State Department.

  • $1.1 billion in funding for NPR and PBS, which Trump officials have labeled “far-left indoctrination machines funded by taxpayers.”

Massie took to X to break the news, writing, “This wasn’t widely covered in the news, so I will tell you: Congress was scheduled to vote on rescissions THIS WEEK to cut the waste that DOGE found, but the votes were quietly canceled. USAID and other programs like PBS and NPR were to be targeted.”

Speaker Johnson’s office swiftly pushed back on the claim. Press Secretary Athina Lawson issued a statement denying any cancellation:

“No votes on rescissions were “cancelled” this week. The Speaker has repeatedly expressed his commitment to save taxpayer funds via the rescissions process. Under law, this process requires a special message to Congress detailing proposed rescissions BEFORE Congress can act.”
