Paulsboro Councilman Theodore D. Holloway II (D) was caught on police body cameras during a traffic stop earlier this month, spewing profanities and attempting to use his political position to evade a simple traffic citation in Gloucester County, New Jersey.
On January 4th, just after 10 a.m., Councilman Holloway was pulled over for allegedly failing to stop at a stop sign at the intersection of Penn Line Road and West Adams Street.
The body camera footage obtained by NJ.com, reveals a tense exchange between Holloway and the officers.
“Jesus Christ what do you need? Don’t think I’m not going to talk to Gary about this,” Holloway is heard saying in the footage, referring to Paulsboro Police Chief Gary Kille.
His tone then escalates, “You know me. You act like I’m running around here motherf**king with my gun or me smoking. I’m the one that hired you. Are you crazy?”
The councilman’s tirade didn’t stop there. As he rummaged through his glove compartment for his registration and proof of insurance, he continued to assert his position, exclaiming, “You actually pulling over an elected official. You’re not pulling over a random. You’re not pulling over your boss. I am literally your boss.”
The entitled councilman continued to curse at the officers and even called the police chief, Gary Kille, to the scene.
Upon the chief’s arrival, rather than defusing the situation, Holloway argues that he shouldn’t have been stopped at all, suggesting that his status should afford him a pass on minor traffic violations.
WATCH:
Paulsboro Mayor John Giovannitti (D) responded to the incident, acknowledging the councilman’s behavior as unfortunate and not reflective of the standards expected from elected officials.
“We’ve spoken to him with our legal team and went over the issues that we had, and I just think it was an unfortunate incident that shouldn’t have happened,” the mayor said. “It’s never happened in the past and it can’t happen again.”
“It’s not the response that an elected official should share with our police,” the Democrat mayor added.
The councilman was eventually issued a citation for driving an unregistered vehicle, but not for the alleged stop sign violation, perhaps a nod to his position.
Following the release of the bodycam footage, the leader of a New Jersey police union called on Councilman Holloway to resign.
“It is simply stunning to see the tremendous double standard at play in this situation,” Andreyev said in the release per New Jersey Globe.
“Time and again we see snippets of body camera footage used to denigrate and humiliate members of law enforcement who are putting their lives on the line each day to protect their communities and, yet, when we see a public official threaten and harass an officer for simply doing his job there are seemingly no consequences.”
“If he can so casually threaten an officer for simply doing his job, then it is a fair question to wonder where else he is flaunting his power and position,” Andreyev added.
“I am calling on Councilman Holloway to resign today for the good of the public he swore to serve, but nothing we saw on the body camera footage would lead me to believe he possesses the level of self-awareness required to come to that decision on his own.”
